Bulldozing HQs

Quick question: if I bulldoze an HQ I don't have to re-upgrade it when I plop it right?

Correct. You do need to pay for rebuilding the base & the modules though, obviously.

But with the recent updates, I've found if you don't have the HQ, the specialization you plop dies not work...any one else notice that? It appears you can't just turn them off anymore.

Spot on. If you turn off your metals HQ your smelters will stop working. Basically if you needed the HQ to unlock the building then those buildings will turn off also.
