Is there a way to forcibly sync the great works status betwen cities?

I am trying to build an international airport in my new region.  I started working on it from Lancaster Point but I ran out of ore.  I started a new city in Yorkshire Cliffs to continue working on it but it doesn't register the airport as having been started.  I waited a while assuming it would sync by itself after a little while but no such luck.  I tried exiting to the main menu and reloading the city and nothing.  I tried quiting and restarting the game and still nothing.  Any suggestions?

this has happened to me once before a while ago, but no fix afaik.

i think it happened because i started a city, then closed it for another to transfer cash before it got a chance to receive all the notifications of allowed buildings and services.

my solar plant was under construction in the region view and viewed from any city. but when viewed from my bugged city it was just empty grass.

 

after lots of emails and online chat support I was instructed to actually call EA support on skype. calling from Aus is extra fun, because it means I get to stay up until 2am and sit on hold. I gave up waiting.

now the whole region sits abandoned. along with my list of other bugged regions.
