SimCity Deluxe Edition refuses to start?

Hello everyone, I recently bought SimCity 4 Deluxe Edition on Steam, however when I try to actually start the game the screen goes black for a few seconds, and then the game minimizes. Any attempt to click on the icon on my taskbar just makes it repeat that process. Whenever I attempt to maximize through the Task Manager I get the same result, however I can hear the music from the game when I do either of these. I am trying to run this on my laptop, but I doubt that should effect it much. The specs are below, and thanks for any help that you guys can give.

Your system looks normal.  Have you tried killing the process and restarting it?  After you downloaded the game, did you do a cold boot on your machine?
