Modern Overhanging El-Rail Station

The one that comes with the NAM either can't have el-rails dragged through them, placed over established roads, crashes the game with puzzle pieces or itself being plopped altogether.

Which version of the NAM are you running?  Are you sure you're referring to the Modern Overhanging El-Rail Station and not the Modern Overhanging El-Rail over Road Station?  In any case, both stations have been tested extensively and are known to work fine in NAM 31.1.  You can't hover a puzzle piece over them (or over most transit stations) due to a bug in the game that causes the game to crash.  But the Modern Overhanging El-Rail Station doesn't use puzzle pieces anyway.  So I'm a bit confused here by your description.  Could you please post some pictures?

Apologies. Totally $%&^! witht his. I meant NAM 31.1's Modern Overhanging El-Rail over Road Station. Obviously I'm doing something wrong.

From your picture, it appears that you're using the wrong station; you want the Modern Overhanging El Rail Station.  In this orientation, it may be difficult to get it to cross the avenue; this is solved by either plopping the station before building the avenue (or at least the one-tile length the station is crossing), or by temporarily plopping a single road tile directly next to the avenue, in front of the station, where the arrow wants to point.  Then simply drag the el rail tracks through the station, and plop the El Rail Other Side station inside the opposite column (the one where your popup message currently is).
