Large road system mod ?

Pick up the NAM V31.1 or later.  You need the NWM section at least.

 

But wait, there's more:  Your game has to be up to level 1,1,638 at least to use this or any other mod.

How can I make upto a 4 way single road like this ?

and make it so there is a path around all roads ?

Which version of SimCity 4 do you have? The 2x2 avenue should be standard in SimCity 4 Deluxe or SimCity 4 plus the Rush Hour expansion. However, it's NOT a feature of the standard version of SimCity 4 (of which there are little around out there nowadays) and mods don't work on that version either.

Read the Readme or drown in bugs and glitches; the choice is yours...

As others said, it's the standard Avenue that comes with Rush Hour.  It's right there in your transit menu under the roads submenu.  As for the sidewalks, there are a number of sidewalk mods you can download.  Search for "sidewalks" in the STEX.
