Editing existing Regions

I have been asking around for a bit now but get no response,

 

I wish to remove the city's from the tutorial region, Big City, Making Money, Getting started etc.

 

But I don't want to lose the terrain and obliterating them in game still leaves the city's, I just want to be able to lose the city's and have a clean region to play around with a little.

 

I also would like to try making my own but cant get Terra Former to work, I have Win7 and tried every thing suggested,

is there any other program that I can use???
