Graphics and FPS are terrible.

Okay so I launch the game and have everything on low and still have low fps.

Computer specs:

Dell inspiron 620

I5 core processor

6 gb of RAM

64 bit OS

 

Does anyone have some tips to increase FPS and get rid of the white lines on the ground?

Do does your PC have a dedicated graphics card or an integrated one?

 

My game runs fine on my Mac with a 512MB graphics card.

Also to get rid of the gridlines, you have to uncheck the box in roads menu.

 

You cannot get rid of the white lines that make up the city boundries.

According the Dell website, if you are running the integrated video card on your machine, it may be the nVidia Geforce GT530.   This video card is decent enough for normal PC non-gaming use, but it is not a great gaming card.   The rest of your spec's on your machine is fine to run the game.   My best advice is to look into picking up a video card, which should solve the problem.   

 

Either have a chat with Dell or a local computer store to verify this before purchasing anything.   I would hate to give you wrong advice all things considered.

Graphics Processor / Vendor Intel HD Graphics 2000 is the graphics card that comes in your model of PC.

This is your problem.

 

Intel HD Graphics 2000 series can only use 128MBs of the system RAM for games.

This is below the recommended 256MBs the game requires.

If you're using Windows 7 and installed the game onto Program Files(x86), try editing the security option of the Maxis folder to give the User full control: my game lagged every 2 seconds after installing NAM even on low graphics, but after I edited the security of the file it miraculously ran as smoothly as possible, even on high graphics.
