Cape Trinity: wind direction and polution

I've been playing about in Cape Trinity; it's the first in the region list - the little three city region.

 

I've spent most of my time playing in Clearwater - that's in the far north east of the region. I have noted that when I start up this city the wind is sometimes blowing just about a perfect south-westerly (that's from the south-west to the north-east), and sometimes a nearly perfect westerly (that's to the east)!  So, wind direction does change in the game. I had assumed that the wind direction indicator was either a view of the dominant wind pattern or that it only ever blew that way in the game. 

 

Looking at the air pollution map since v2 I see the clumps of pollution that may flow across my city when it is full of polluters.  Could this be the game trying to display what it can about what's going on: it's displaying the dominant wind pattern BUT ALSO trying to show you any pollution spread out by more realistic 'day-to-day' wind? I'm just guessing and trying to make sense of what I am seeing; what do you guys think?

 

By the way, today loading Cape Trinity, I took look to see if a city upwind in a region would pollute one downwind. Norwich Hills is west of Clearwater and Clearwater was showing a good west wind (a wind from that direction). I could not see any pollution at all in Clearwater so took a look at Norwich Hills only to find it had a south-west wind! It annoyed me to have different wind direction in the same region and in a city next door, and left me unable to confirm anything about neighbor city pollution. Anyone?

The game is seriously bugged.  As soon as you get the "pollution rising" notice, your region will fill with pollution and there's absolutely no way to get rid of it.  Check the SimCity forums.  People have demolished all buildings and roads and planted trees, then left it on cheetah speed and the pollution does not go away.  It never goes away.  As soon as the message pops up, pollution will come out of nowhere and fill up the region without any source of the pollution.  It just comes and never goes away.
