Starting research university on behalf of other player

Hello,

I'm new to this forum, but not new to the SC series as I played since the first SC. But since this SC I'have ran into a lot of problems and frustration. I'm hoping to solve several problems by reading the forum, but I ran into a problem which I can't find an answer to.

I'm playing a region with a friend. I was visiting his town and I clicked on his university, I noticed that his previous research was finished and he was able to start a new research. Just for fun I selected a new research and also clicked "Start research" as I tought it was not possible. But what happend? A new research was started and it costed him his money. He was not amused (As I can imagine) because his money was almost completely gone!

Is this supposed to happen? Is it normal that someone else can start a research in your or other peoples cities? And if yes, why??? If you don't like your neighbour you can bankrupt your neighbour...

This type of trolling as well as other tasks you can perform is becoming more commonplace in multiplayer regions, people don't seem to be cooperating with game play and in your case you were playing with someone you know !

Another example is waiting until one of the players in your region builds a high school, then jack up you residents population and place school buses all over your city then sit back and watch as your neighbors city chokes to death on all the excessive buses that appear and drive your students round and round thier city and solving neith your needs for education or their need for reduced traffic.
