Hello Sorry to be asking this but does a comunity college and/or an University in a City lets call it City A make the industry in another city in the region lets call it city B raize the tech lvl?

I might be wrong. But no, unless you're people in "City B" are commuting to "City A" and getting an education there. But most sims don't want to travel for an education. So only a portion of you're city would be educated. You would have to build a school in "City B" also to get more of an effect.
