I usually abolish the "Don't use expensive roads at start"...but I'm getting better...

 

What I suggest you do is claim a bunch of cities in my regions and build them up at the way to at least a little RCI, R = X3 area, C = X2 area, X1.5 = area, Power, Water, Sewage, THEN Education, Transit, Parks and upgrading low yield roads, THEN all the other ~Services~, THEN any under the SHIELD icon...

 

^By then get the tax to a steady point, every "+" over $1,000 then go onto another city and build the same...if the city has not fail yet though...
