Running out of money - hobos - stupid firetrucks!

I have three problems, two are basically the same and one is very annoying. So my sims eventually run out of money, even though there are plenty of jobs it's like they give up going or something, hen they eventually leave the house and live on the street as hobos! How do I fix this because it's very annoying, I have tried zoning more jobs and lowering their taxes (which in the end put me in the red) and the hobos don't leave my city even though I have a bus terminal with capped buses, is it even buses that get rid of them? Then there's the fire trucks. I was wondering what all the siren noise was and cammed over to see my firetrucks going around in circles, they did this for a couple of minutes and then I started to look to see were they should be going and it was about three streets over and there was a direct route from the fire station to the fire itself.. I thought the traffic bugs had been fixed? Or is this a different bug? .. Mainly I need help with my hobos and cheapo sims more than anything atm lol

Yea this is bullcrap.  I have the big fire station, 2 fire marshalls, 2 hazmats, 3 regular fire trucks, the sign, the watch tower...i keep hearing sirens, says 0 fires/day and across the street from the fire center a factory caught on fire and it kept saying "waiting to respond to a fire"
