Video Settings screwed up.

I decided to adjust my video settings last night.  To make a long story short I increased most if not all the settings to high and when I returned to my game it was unplayable.  The cars were not moving and I couldnt hardly click on anything...

I know people are saying, "just change all the settings back to low."  And I did.  It seemed to help a little bit.  BUT its still screwed up and now it looks like carp.  Is there a reset to reset the settings to default?  I thought Sim City 4 had this.  Why doesn't Sim City 2013?

    Would a ATI Radeon 5870 be good for my MacPro 3,1 running windows 8 wit boot camp?
