Solar farm doesn't provide power to region?

I'm playing a private 16 city region.  I've completed a Solar Farm great works and it is successfully providing power to the 3 cities that border the great works tile.  I've started another city on a tile further out into the region that does not border the Solar Farm and it seems unable to get power from it.

 

Is this by design or should all cities in a region be able to use the great works within that region?  I've let the new city run empty for quite a while and while I got notifications that I would be able to build an International Airport, etc., I was never provided the opportunity to get power from the Solar Farm.

I think the premise is that you can only get use out of the Great Work if you have the appropriate connections. I would assume that if you wanted a city to use the Solar Farm, it needs to be connected to the Solar Farm via highway (considering the way the "agent" system works)

 

Is your city connected?

I'll have to double check... I'm guessing that in the large 16 city region there is not a highway system that connects all the city tiles?

 

I would think that design wise that would kind of defeat the purpose of having a 16 tile region, especially if all are on the same land mass.
