SimCity crashes before starting up - error code [3000]

I bought and installed SimCity last night, however when I try to start the game from Origin the launcher comes up and then a few seconds later it crashes and a small error message box pops up that has the title "Error", shows a red circle with a white x, and has the error code [3000].  After looking at the help forums I tried a clean uninstall of both Origin and SimCity (including clearing SimCity out of the registry), as well as updating graphics drivers , updating DirectX and .Net Framework, and activating NetBios for TCP/IP, however I am still getting the crash and error.  I have also tried to run the SimCity Recovery program - however that gets the same crash.

 

Specs:

Intel Core 2 Duo P8600 2.4Ghz

Windows XP Professional SP3

2 GB RAM

NVidia Quadro FX 770M

 

Any suggestions?

This post isn't gunna be much help i'm afraid. I've near enough the same spec pc as you ( different graphics card ) and have started having this problem as well today but i've been playing the game for 89 hours so far since launch tried a clean install of origin and simcity as well to no avail also tried knocking of origin in game as well
