"Can't claim city. You do not own the content it was created with." Help?

I get this message "Can't claim city. You do not own the content it was created with." every time I try to join a region. Anyone know why I am getting it?

I'm guessing it means the city/region has DLC (from deluxe edition) which you don't have? It's a stupid way of fragmenting the game but there you go...

I bought the digital game through amazon, I'm not even sure if it was the limited edition. And yeah, such a dumb way to fragment a game that relies so much on multiplayer.

And since they apparently disabled the region filter, hopes of finding an existing region for me to join are very low.

I think Amazon had limited, but Deluxe is Origin only.

I noticed they limited was specifically listed if I bought they physical copy, but I went with the digital download which didn't say anything about it being the limited edition.
