So i have this city that is just about go bankrupt and has negative income of about 4k. But if i build coal mines and get those running will they increase my income. Also this city has no industry whatsoever in it its all residential and commercial.

They will increase your income, but not your hourly income.  Coal mines produce coal, and you sell coal to the global market via a trade depot/port.  Those transactions to the global market comes under the monthly transactions section.

 

When you do this you still lose money on an hourly basis but every transaction you did you gain money.  The total monthly profits shown at the bottom will increase though.

Adding industrial zones will give you more in tax revenue (it seems to me that industry pays better than commercial or residential).  I added a few square blocks of industry to one of my residential cities and it gave around 10k/hour in taxes at medium density.

 

Or you can reduce services...close some police stations, parks etc.
