Loading region question

I have a question I know I could find the answer for but theres just so much to go through. After I download a pre-made region, I drop it in my regions folder. In game it shows up, but its a flat region of grass. I downloaded the terraformer, but I dont know what to do to convert the file. Any help?

Well, you can't just drop the map into your region folder after downloading it.

Check the file you downloaded, if that included the .SC4M file, than you need the Terraformer to convert the map. Here's the tutorial of using that tool: https://www.simtropolis.com/omnibus/_/simcity-4/mapping-and-terraforming/installing-a-map-created-by-sc4terraformer-r71
