Can somebody help me fix this i cant fix the all the blue tiles in my city where the scenery is supposed to be

1. Change your thread title to something more informative than HELP. That way you'll be helped much sooner. For example, "strange graphical glitch with blue tiles".

 

2. And yeah, this looks like some weird graphical glitch. Are you sure your video card supports SC2013? You need a card with at least 256mb on-board RAM and Shader Model 3.0 support. Try updating its drivers, too.

fixed it i reinstalled the game

That was going to be my next suggestion. The textures probably didn't install properly or something...
