limited editon's running very slowly

i have a little problem with my simcity limited edition which i bought yesterday and installed successfully.

 

BUT, when i started playing it, the game was veeeeery buggy and it ran slowly. just like in this video: http://www.youtube.com/watch?v=EfwezVeIPds

 

it runs slowly when i use the biggest options. but actually also when i use the lowest options!

 

my computer is HP G62-460SO notebook pc and it has intel core i3, 4gb ram memory and ati mobility radeon hd 6370 graphics card. i have played other heavy games like medal of honor and sims 3 and they have worked well, but whats wrong with this new simcity?
