Snap points not working?

I was clearing room by bulldozing some roads and parks for a 2nd TV factory. I had plenty of snap points to choose from, but when I try to plop it down, it erased the development underneath it, but it didn't plop. I was no charged any money, so thats good, but I can't figure out why it didn't work.

I started to delete my roads and remake them, that didn't work, so I tried putting the roads a different direction, that didn't work. What finally worked was drawing a freehand curved road, then the snap point worked first try.

This is late-ish game, I only have 60,000 people, but I am making over 2 million a month through electronics trading.

 

I've also seen this problem with other items such as parks and even modules that snap onto buildings. I couldn't use one of my snap points on my recycler even though it was green, it just didn't do anything when I clicked it.
