For a resource you mine in a city--are you able to use it in your city and export it to the global market?

You'll need to build the trade depot as well I believe, for the global market.  But you can use it in your city immediately.

So far I had a city that had a coal mine, a coal plant, and a trade depot.  The coal plant will have an option to use local coal vs import from the global market.  The trade depot requires storage areas (coal) to hold onto the surplus and you will also have the option to export.  

 

Unfortunately I can't quite tell the immediate affects of the trade depot.  There doesn't really seem to be any information on how it works, when imports/dropoffs happen and when or how you get the money.  I had curiously decided to import oil at $4,000 an hour, yet it had no affect on my city's budget, it didn't seem to put me into the red at all.

 

Hope that maybe helps.  Information/tips/strategy aren't very common right now with the game being in the state it is.
