bankrupt in multiplayer

Was playing with my friend and went bankrupt. .. was shown start a new city but I cant find the option. . Any help? Also the coal factory I bought ran out of coal, so how to refill? I sold it... lol

You have to go to region view and click an empty city tile and click "claim" however the servers are playing up and so its being a bit buggy, so it might not work at the moment.

    Yar.. the region view cannot shift... how bout refilling the coals?
