I downloaded a region from the stex to start my region. I had managed to go into each city and reconcile and stuff. But it seems like when I name the city and save it. When I go back to region view that city tile is neon green takes up like 3 little city tiles in the background and it doesn't want to go away sometimes.

Yes. We've seen this before. Go to the controls for your graphics system in the Operating system and turn off all the 3D options. It would be better if you could set them to "program selected" so that a program that needs them can turn them on when it loads. SC4 was written before any of the newer graphics cards existed, and doesn't do very well with all that stuff turned on.

Then you should have a Catalyst control panel application. In the one I've had, you just make sure that all the items under 3D are set so that the loading application can select the features it needs. Try your help system.

Have you ever had to play with the settings of your computer before?

When I go under catalyst control and click 3d is shows the first two items application dependable or whatever everything else doesn't say anything like that. But I'm still getting that graphics bug.

And no I haven't really played with my settings.

Try running in software mode to see if this is something related to your GPU. Just add the option -d:software to your target line in the shortcut. This is reversed by changing it to -d:directx. If you try to run with -d:OpenGL, you'll find it doesn't work.
