Texture Issues on Windows 8

Hello, kids. I recently got myself a new laptop equipped with Windows 8 and decided to get back into SimCity 4 after several years without. So I installed the game and decided to take it for a test drive, setting up a very basic city when this happened:

Already not good, as you can see the base texture for the Wind Powerplant is missing (This is also true for ploppable landmarks that I tested out) along with the moving windmill parts themselves. But I pressed on and zoned some basic lots when:

Yeah. So I'm curious if any of the kind, more technologically literate folk here on ST can be of assistance to me.

Oh, and I'm running this on a Dell Inspiron 17R with:

Intel Core i5 @ 2.5 GHz

6GB of RAM

Intel HD Graphics 4000

Hope that the information I've provided is satisfactory and I hope to hear back from somebody soon.

Have you got your graphics rendering set to high? After installing any of the update patches, everything gets set to low.

What is your version number from the SimCity4.exe file? (Find it with windows explorer in Program Files)

it is either graphic issue or the game graphic simply not set to normal or high. the game version should be the clear answer.
