New city LHD - Car zots

HELP!!!!

I've been working on a city for about 2 weeks now with now issues.

Then my pc die completely, fortunately I had a backup of my docs/simcity etc.

So I rebuilt PC, reinstalled sim city deluxe, restored my docs/sim city, then started a new city.

After a couple of hours terraform, laying basic roads out, I remember I needed to switch to LHD, so I changed to UKEnglsh and the reg hack to 13, all looked good, my old city was LHD.

The new city every residential zone i build always get the no car zot!!

I tried placing R next to a road, and tried dragging a large R to get auto roads, both get no car zots.

I ran the game full speed for over a year.

Drawpaths shows the roads are LHD.

What else can i do, I REALLY don't want to start the city again

Any ideas anybody? (PLEASE!!!)

PANIC OVER!!!!

I added a C zone and the car zots disappeared and R started building, never noticed that before. If you only have R, you got car zots?!?!?!

thoses zones are isolated... no car not only means no physical road connection but also indicates that there is no jobs accessable by car other means of transit
