I've built a rubbish dump in one city, there is a deal with the nextdoor city to take the rubbish.

Is there a way to get a 3rd city to give rubbish to city 2, which will end up in city 1?

City 1 City 2 City 3

Sure. Just make the deal in City 3, then up the export ante in city 2.

Put a small, 4x4 dump in city two, then city three will export garbage to city two, and city two will export excess garbage to city one.

Is there a limit to the amount each city will import?

City 2 is generating about 2t/month but is exporting 500t to city 3

But city 1 will only export a maximum of 200t to city 2.

I can increase city 2 export up to 2000t, but even if i do that and run the game for several months city 1 wont export more than 200, and I have 5000+ tons to get rid of from city 1.

Is it just another time issue?

i belive not, as long as the garbage city can take it, youl be able to transfer over, in my regions garbage travel over 5 big city tyles now, same for water and power, and i havent seend any limits yet

If the total garbage arriving in a receiving city with a garbage disposal facility exceeds its capacity, deals will be limited. The solution is to increase the garbage city's capacity.

There is no limit to export/imports of any kind, as long as the capacity is there to give/receive the imported/exported rubbish or water or power. Make sure there's enough capacity in city 1 first, then go to city 2 and increase the export of rubbish, then go to city 3 and export their rubbish to city 2. You can go back to city 2 to check they are exporting more than they are importing, and to make sure their finances are ok. What usually stops power/water/rubbish deals going through is either a lack of finances in the city wishing to make the deal, or a lack of capacity to take the rubbish or provide the utilities.
