Help to create a new .dat file

Hi at all and sorry for my english...

I downloaded the ILives Reader and I followed (step by step) the guide found on this address site "http://www.simtropol...torials-r186#B" to learn the basic about the modding using ILives Reader.

Now I'm trying to create a mod to grow up the occupancy in the commercial buildings, but I can't create a new .dat file.

Let me try to explain:

• I open the reader
  
• load the Simcity_1.dat (it's mandatory load this file to click on "new file")
  
• Click on the button "Building tweaker"
  
• Modify, for every commercial building that I want modify, the value about the occupancy (Number of CS job $, Number of CS job $$,...)
  
• When I finished (after a lot of hard and Carthusian work, at least for me...) I click on button "Save as DAT".
  
• Close and exit.
  
• Now, I tried to move the file just created into the "Plugin" folder, but seems it doesn't work. What I have mistaken?
  

Second point, If I want add a new commercial building to this file, in which way I can do that?

Other question: can I make a copy of Simcity_1.dat as (for example) "pippo.dat", edit "pippo.dat" to remove all the object that I don't want modify e save the file with the commercial buildings list only?

I hope you understand what I want do with the "lLives Reader".
