Trains disappearing

Here's a mystery: how come in just one of my cities, train use has fallen to zero and all the trains have disappeared? Trains are still operating in neighbouring cities, rail links are still in place etc. but zilch. The little green test trains are even whizzing around, but no actual passenger or freight trains.

Can anyone help???

I assume you have checked for broken track, roads connecting to stations, and all the basic stuff like that. (?) Do you have bus/subway and or houses close to the stations so Sims can get there? Other than those things I don't know. I always have the opposite problem with stations becoming over crowded.
