Problem with Simcity 4

    I am having a problem with my simcity 4. The business and industry develops when I start a new city but no homes will be built. The population never goes up from zero yet the business and industry depend and development are through the roof. Does anyone know how to fix this problem?

    Check the RCI that if this may been got a problem, but they won't give to built, build parks.
