SC4 nightlight update not working! Help!

I am a veteran SC4 player, just recently returned to SC4. I have SC4 deluxe, applied the EP1 patch and the .exe is now at version 638 (indicating the EP1 patch has been correctly applied), I then run the Update4BAT update, it ran without any problem, even gave me a message saying update applied successfully, but .exe version remain at 638 (should be 640).

What did I do wrong? Any suggestions?

Looks like the game might have been stepped on. Did you try a reinstall + the two patches in order?

tried it once, didn't work, but maybe I didn't do it correctly. I will try again when I have sometime in the next few days, given there seems to be nothing else to try.

Use the uninstall provided. If you are in doubt, save your Documents/SimCity 4 folder some place first. A reinstall will leave this undisturbed if it is there, but will replace all the files in the Program Files repository.

Order:

1. Install game with no patches if you are coming from the original SimCity 4 disks.
   
2. After you have Rush Hour installed then apply EP1 (the right one for your marketing SKU on the disk)
   
3. Then install the update4BAT. At this point you should have build No. 1,1,640
