My hightech won't build buildings, what can I do??

High Tech industry requires the following:

1. Employees (mostly executives with some elites and skilled workers)

2. Manufactured goods and office services

3. A market to sell those goods (no excess high tech tokens, enough manufacturing and office tokens)

4. High quality of life and environment scores.

I recommend you build your high tech industry in a clean city with offices and wealthy workers, import manufactured goods and export excess high tech goods and office services.

Thanks for this answer, I already discovered that quality of life is low in my main place (high air polution). Does it have to do with traffic? How can I resolve that?

Like I said, build your manufacturing and heavy industries in a separate city from your offices and high tech industry. Keep your offices, business hotels, and high tech industries within the outer quarter of your city connected to City Links with expressways. Line your busy expressways with parks and put parks or landmarks in your wealthy areas. High tech industry and Elites are extremely finicky.
