One of my shops has Retail Goods in orange. What does that mean?

Cities XL; it says so in the section header.

Anyway OP, what that means is that your shops are having a hard time selling retail goods because there are too many shops in the city. So you either need to grow the city to increase demand or bulldoze some shops.

Or install a mod to make offices and hotels buy retail goods.

But the game tells me that people are on rationing. This means there are no enough shops or not enough farms?

That means your shops are not spread out over the entire city. Make sure there are shopping opportunities everywhere and never clump 10 shops in one area. That will cause Orange or Red and abandonment (cities xl)
