Whenever I place a marina in my city, the game instantly shuts down. I've downloaded a bunch of extra stuff for my game and placed it in the "Plugins" folder, maybe that's the reason. Is there any way to locate the cause of my problem? Is there anything I could do?

For openers, look in SimCity 4\Exception Reports.

Open the most recent of the .txt files there in notepad, and copy the first 20 lines only onto the clipboard (CTRL+C) then paste them in your reply to this post. It will give us a pretty good idea of your environment which we need to understand what's happening.
