Roads through city

is there a way to extend my road network through an un named city like a plot that say just i-99 runs through

Well, you would have to start up (mayor-mode) the un-named city first and drag the road through it.. You don't have to do anything else with it.. and I don't think that the city budget will be affected unless you play that specific tile, but the connection will still work. (Not 100% sure about these 2 facts though )

I believe you cannot without starting that city and loosing funds, just name it I-99 or the freeway name, drag a freeway through, and viola your done

Perhaps, but if you want that road to do something, you need to at least put a bus station on it. Use one of the lot stations and not an RTMT lot.

I like making city tiles that have nothing but a highway going thru them. Still, I will usually build an offramp and another short road with a wayside park, playground, and maybe a couple of small businesses.

Then I like to name them Junction 9, 10, etc.
