Problems with installing BAT

Hi guys, I've recently bought a new laptop with Windows 7 (64-bit). I've managed to install SimCity 4 Deluxe from 2 old CD's I've bought a few years ago (it works like a charm), alongside with the Lot Editor, but when I tried to install the BAT, the installer gave me an error saying "SimCity 4 does not appear to be installed. You will need to install SimCity 4 Deluxe in order to use Building Architect Tools". I've searched the whole forum and the SC4 Devotion forum, but I couldn't find a working solution. I've tried everything, including re-installing the game in the default path and playing around with the registry keys. Can anyone help? It would also be helpful if someone sent me a zipped version of the BAT (without the need of installing) along with the registry keys I need to add (could be in a .reg file). Thanks in advance!

That is usually a problem with the registry. On the other hand, did you install gmax? It must be installed and run at least once before you can install the BAT.

I've installed gmax and run it a few times (it's also registered). These are the contents of the .reg file I've made of the SimCity 4 branch.
Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SOFTWARE\Maxis] [HKEY_LOCAL_MACHINE\SOFTWARE\Maxis\SimCity 4] "Installed From"="D:\\" "CacheSize"=dword:00128c62 "SwapSize"=dword:00000000 "DisplayName"="SimCity 4 Deluxe" "Language"="English UK" "Locale"="en-uk" "Registration"="SOFTWARE\\Electronic Arts\\Maxis\\SimCity 4 Deluxe\\ergc" "CD Drive"="D:\\" "Install Dir"="C:\\PROGRA~2\\Maxis\\SIMCIT~1\\" "Product GUID"="{3F0D0ABE-CDAF-431A-00BC-CBBE018EA74E}" "Region"="EUR" "Folder"="C:\\ProgramData\\Microsoft\\Windows\\Start Menu\\Programs\\Maxis\\SimCity 4 Deluxe\\" "Patch URL"="http://simcity.ea.com/update/" "IsDeluxe"=dword:00000001 "LastUninstallAttempt"=dword:4f43b854 [HKEY_LOCAL_MACHINE\SOFTWARE\Maxis\SimCity 4\1.0] "Language"=dword:00000001 "DisplayName"="SimCity 4 Deluxe" "LanguageName"="English UK"
I don't see any problems, except for the lack of one branch (I think it's called EP or something). Please help me.

Well, I am now at an impasse. I suggest a full reinstall. Save your user structure from <documents>\SimCity 4, and do a reinstall.

Let's check to make sure your patches are OK. Navigate to C:\Program Files ... \SimCity 4.exe and hover the mouse over it in windows explorer. It should show 1,1,640 for the version. If not, post back and we'll try to straighten this out.

Also, try starting gmax a couple of times. It installed that variable.
