Education funding keeps changing

I've just upgraded to Simcity 4 Deluxe, after building up a city using the basic Simcity 4 game. I'm finding that after I set the funding level on seperate education buildings (musuems, the university, schools) it keeps moving back to well above the amount of sims attending them. Sometimes it seems like when the funding's increased, suddenly more sims go to the university or college.

Welcome to Simtropolis...

Sounds like you may be a victim of the Phantom Slider Bug? Have you added any custom education lots to cities that already had such lots in use? More info and possible remedies here

I haven't downloaded any mods, it's just that I started the city in the basic version of Simcity 4, then moved on to the Deluxe version. I replaced all my standard elementary and high schools with the large versions which come with the Deluxe game, although I have still the same university, city college, libraries and museums.

If you have an Opera House in your game, you need the Opera House Fix. There are a few others, but the opera house is really buggy.

I do have an Opera house, but do I really want to download some mod after people say mods are the reasons for problems like this? Couldn't I just bulldoze the opera house and rebuild it?

    "There are a few others"

    A few other what?

I've noticed from reading Simcity forums that people give a variety of answers to questions. How do I know what the right answers are?

Since the game's release there have been a few "bugs" or limitations discovered - the Opera House being one. Simply replacing it will not eliminate the effect of the "bug".

There have been other things discovered and "mods" have been released to reduce the effects of these. You might check through this thread to see mention of other "fixes".

Often times there is no "one-size-fits-all" answer. A lot depends on city development and items that have been added - or not added.

I notice you had mentioned you upgraded from SimCity 4 to SimCity 4 Deluxe. Do you have the CD version of Deluxe or a downloaded version. Did you get the patches that have been released for the CD Deluxe version after installing? They can be found here at SC4Devotion.

But be aware that the downloaded (digital version 1,1,641) comes all dressed and needs no patching.

I bought the genuine CD version, and haven't downloaded any mods at all yet.

So you probably haven't updated your game. The updates can be obtained here.

these updates are essential. EP1 is a huge published bug fix. The other enables night lights in custom content. You must apply them, and be sure you get the correct version of EP1 for your area of purchase. You can check in your system residency or your disks for the correct SKU value.

I've now loaded that update from the official EA site. However the phantom slider problem persists. About the Opera House fix, the Opera House doesn't seem to have a capacity anyway, it just says "Monthly Funding $300, windows broken 19" (or something similar).

PS. I haven't played the game in a few days. Sorry if I seem to take a while to post replies to this thread.

Have you tried demolishing all education lots, save the city, then re-plopping them? This could have quite an effect on the city, so you'll want to save a copy of the region folder in case it doesn't fix the issue.

Do I just copy the save game file somewhere else and it use it to overwrite the original file if it doesn't go right?

Also my RCI demand bars keep going over the place, my commercial office and dirty and manufacting industry demands go high negative then shoot back to high postive.

Another question about a different subject. Before I upgraded to the Deluxe game, I built up a big subway network and now on the traffic congestion grid the subways are mainly red, while it seems the roads are hardly used in a lot of the city. Is this a bad thing, to have such a heavily used subway network? Do I want more of a balance, with the roads being used more?

As a test I deleted all my education buildings (including museums, libraries, the main library, the art musuem and opera house) and without saving then built them again, and the phantom sliding problem seemed to stop but it wouldn't let me rebuild the university (even though my education level was still over 120, requirement says 95 and my mayor rating is very high), I lost the ability to rebuild one of my private schools (I had 3 and only 2 lit up again in the menu, the third disappeared) and the major art museum wouldn't lit up again even after I built 4 museums. And even though I didn't build any new libraries, the main library still lit up. I haven't saved it so far.

You can copy/paste the region folder(s) somewhere else on your computer. If you copy the original back into the region folder, it will over-write the current one if the cities have not changed names. I usually just delete the one I'm replacing and copy the original back in.

Also my RCI demand bars keep going over the place, my commercial office and dirty and manufacting industry demands go high negative then shoot back to high positive.

How long does it do that? It could be the game just balancing out.

Obviously there's added network types in the Deluxe version, but I don't remember if there were differences in the way traffic is calculated. Just remember, traffic will attempt to take the most direct route in an unmodded game.

...it wouldn't let me rebuild the university (even though my education level was still over 120, requirement says 95 and my mayor rating is very high), I lost the ability to rebuild one of my private schools (I had 3 and only 2 lit up again in the menu, the third disappeared) and the major art museum wouldn't lit up again even after I built 4 museums. I know I've had the same thing happen, but I don't remember if they're ever re-offered - It's been a ling while since I've done it. You could use the "you don't deserve it" cheat to get the items back in the menu.

The Opera House does actually have a capacity, it's just never reported to the player in the Query Window.

Rewards are re-offered, but only if your city has had the lot awarded then failed to meet the reward conditions for some reason then meets them again and the lot has been placed and bulldozed.

For the private schools, that could be a major issue as they're rather hard to re-trigger.
