City shrinking even with max demand

    I have a commercial only city with about 750k population, but recently I noticed that the population has stopped growing and has begun shinking eventhough commercial demand is at max. I even tried using a max demand mod but the population continues to shrink. While new buildings still would pop up, the population would leak out of existing buildings. I've tried putting more plazas around existing buildings, which would cause a bump to those nearby buildings, but then the population would leak from elsewhere.

    I am only at 35% of the demand cap as weel.

    What's happening?

    What's happening?

    If it is Commercial only then what population? Are you losing buildings? To maintain such a city you will need heavy traffic on all streets.

    The commercial city is 750k pop and is surrounded by residential only cities totaling about 2mm pop.

    You need to examine the age of your population. Look at the graph 'population by age'. If it is skewed to the right, your population is aging out and dying and you don't generate enough young Sims to replace them. The display of the same name will show you the concentration of older Sims as well.

    How is the usage of your schools? If your population is mostly mature adults, you have no follow on replacement cadre, and will need to attract younger Sims. This may mean urban renewal efforts in the area of your schools, and perhaps some new, cheaper housing for immigrants.

    In a mature city, this is one of the bigger challenges which you must turn into an opportunity with a solution for growth. As cities mature, the balancing act gets a little more tricky. One of the big variables in the program is the life cycle of the Sims.
