I was checking some of the CJ and i found a lot of region maps made by the member who started his/her CJ.I was wondering if there was a programme that could simplify the job or you have to do it one pixel at a time(to make it exact)in paint.

There are several tools, but the one that can give you the best leg up in my opinion is the Landscape Designer. It can generate random maps, but it also has the capability of reading in a gray scale map design and showing it to you in color rendering without rendering it in the game. It can also generate a config.bmp file for the finished map. You should download it, install it and spend some time with its help files. If you pick up a map from a standard source and convert it to gray scale, this tool will be a real help.

You will need a better graphics program than MS-Paint for manipulating graphics files. I strongly suggest the GIMP. It is a free drop-in replacement for photosuite. If you download this, note that there are several optional downloads to go with it, including the help files, some brush conversions, and the tutorial called "Grokking the GIMP" which is excellent. If you plan to do animation, you should be sure to get the animation plugin.

For help with maps, you should consult the experts at the mapping community.

Thanks for the advise but I'm talking about transit maps. Sorry for the miscommunication from my part. I all ready have a programme to shape the landscape but I'm looking for a programme to simplify the task of creating a transit map for a CJ(for example). Something like the following:
