High Road Traffic/Low Customers

I have never once in my life seen a commercial building with higher than low customers. I have a CBD build around a highway that leads to the industrial district. The highway is fed by a series of avenues that constitute the bulk of the CDB. Around certain intersections, the day/evening traffic is approximately 10,000 cars, 2,000 buses and some odd number of pedestrians and the adjacent buildings still report low customers and are only staffed at about half of their capacity. I have the latest version of NAM installed and have increased the traffic noise/customers coefficient to its max but still no fix. As far as plugins go, I use the foxx real nite plugin or something like that but really nothing else. I also have the left handed drive version but I don't think that makes any difference to my problem. Any help would be appreciated.

The intersections are actually irrelevant. What is the traffic on the streets/avenues going past the commercial buildings? Use the route query tool to find out. I get customers high when I funnel my go-to-work traffic along my main drag in the CBD, but if you have many routes, this may be your problem.

I added the bit about the intersections because I read that NAM increases congestion and volume in areas around intersections. The cross traffic on the street that goes by the illuminated building under the query tool is around 1000 cars. Its my understanding that customers are taken from a street/avenue/road within range that has the highest morning traffic, and then another street/avenue/road (could be the same one) with the highest evening traffic. The screenshot in the attachment has good demand across the commercial sectors and as noted earlier the traffic noise/customers coefficient has been increased to its maximum value of 3.00. Version of my Deluxe edition is also 1.1.638.0.

I resolved the problem with low customers. I had commercial services and industry doubler plugins installed. After removing them the city became wildly unstable (as the number of jobs dramatically changed) but the majority of the CBD instantly went to high customers. This appears to be a bug with the commercial services double plugin. Thanks for the help.
