    I recently started downloading from Simtropolis again, I successfully uploaded several files now I get an error message: [#10863] You may not download any more files until your other downloads are complete

    but there is nothing downloading, I tried clearing the cache on my computer, and using a different browser. Has anyone run into this error before?

    If you had looked a little further down this list you would have found a thread discussing this issue. It seems to be persistent with some members but not others. There is some limit of, I think, five downloads simultaneously, but that is the only one I am aware of.
