A slight problem with city hall

Alrightie, so recently I had an old automata problem where cars only commuted one way, turns out nam was the problem, I reinstalled it and now everything's all good.... except for this:

So I placed the "city hall" and then these airplanes spawned with it, apparently from one of my airport mods where you can plop down airplanes using a little modification to some flora. I'm just wondering if anyone knows a quick fix for this, or if I even need the building anyways since I am looking for some cap relief. I'm trying to grow some nice skyscrapers so i want to get out of the tiny mid rise buildings and later make them all modern looking with some addons. I just dont want to see little stores, drive in theaters, and spa's when the area is planned to be for large towers with over 150k commercial jobs and such...

Okay good, I was worried about people driving there if suddenly the city hall becomes an airport, and planes land on the streets or something.
