The NAM is pretty much bullet proof. Make sure your game version is up to at least build level 638, because this is required to run NAM. It would be better if you were at 640 or higher.

You can check by navigating to your executable in C:\program files\maxis\... and hovering your mouse over the executable (SimCity 4.exe) in Window 7. If you are not on w7, right click this file and open the version tab.

If you need the patches for this they can be found at SC4Devotion. Just move to the bottom of the index page and click on the EA Support button in the left hand frame. If you choose you can register on this site, it is free. That site also has the link to the BSC LEX which is also free to register.

That is correct, but you need EA's published bug fixes.

You need the patches to update your game mentioned above. First get the EP1 patch for the region you are in. I think with build 610 you can use the SKU1 version of this patch. Install this, and your NAM will work.

To get nightlights on your custom content buildings, you would need to look on the download page for the Building Architect Tool (BAT) and get the patch on that page called BATupdate or something like that. It has been many years since this was published.

Check your game build level. After installing the EP1 patch it should be 638. If you read the NAM documentation, you will find this is the required minimum level.
