Welcome to the conversation.

First, your title is ambiguous. Please add a subtitle describing the problem

Second, bad language, even in abbreviation is not allowed. This is a PG13 site, and you must keep it clean.

And lastly, I suggest you look around and find the tutorials on how to download stuff.

To download, click on the link above right on its download page, save it to MyDocuments/Simcity4/Plugins folder. No unzipping is necessary.

Start the game and look for it in the Parkmenu. Simple as this.

Make sure that you are signed in to Simtrop. Don't bother with that "this file is broken and it doesn't download" notice....someone that doesn't know how to download probably said so. It works just fine, I just tested it.

Before you do any asking for something else, go and read the help and knowledge in the Omnibus. Many things are made clear there.

I suggest never downloading anything directly into your game. This way lies the way to never being able to properly maintain your plugins. Create a separate Downloads folder organized in subfolders by source, download there and move any files you need into your plugins. You may have to unzip most of them. Do it in place, and only move plugin files, not the documentation, nor the junk. Plugins have the following extensions (only):

.dll, .sc4lot, .sc4desc, .sc4model, .dat

Any other files in a download are redundant and probably for documentary purposes.
