    I think what you people are missing are the dependencies. Read the readme files usually included in the download for links to the dependencies. You also need Rush Hour for 99% of these custom lots.

    I think your problem is about you're not putting in the correct plugin folder your exchange downloads, well the right folder is in /Users/**your*user**/Documents/SimCity 4/Plugins but maybe you're putting in /Apps/SC4 Deluxe/SimCity 4 Data , okay i repeat, the right folder is "/Users/**your*user**/Documents/SimCity 4/Plugins"
