How do I make new ordinances?

Ok dude, so I've been like playing around with the SC4 reader app and I've like managed to edit some things like the ordinances and power plants and all but now I'm ready to move on to CREATING NEW ordinances which I really don't know how to do... So, if like anyone here who's kind enough to help out please like do so cuz' I'm kinda desperate now.......Thanks for helping me out. Cheers...

There are a fixed number of ordinances, so to create a new ordinance, you have to find one that you don't use and change it into what you want.

Hmm, if that's the case, how do I go about like changing the descriptions and all. Is changing the descriptions and all really necessary?

You simply create new LTEXT files. The easiest way to do this is simply to copy an LTEXT file from somewhere else (any LTEXT file) and edit it.

Only if you're planning to release your new ordinance. If it's just for your use, it doesn't really matter.
