People should typically retire around age 60 or 70. People will enter the workforce, I imagine depending on the level of education they have and what kinds of facilities you have in your city and whether they have access to them or not.

Lol no. What I assume is that if there is poor education then they would enter the workforce in their late teens. But if education is good, then they'll enter it in their twenties, with better jobs. When you build education facilities you get more demand for better industry and commerce. Of course education takes a long time to build up.
