High-Density Residential's Aren't Developing

    I'm having a little problem that's never happened before. On my old PC, I had many cities with tons of high-rises. A couple months ago I built a new PC, with a new, larger HDD. I re-installed SC4 recently and started building a new region up from scratch.

    The region's first city, Iwate, has grown to about 35,000 sims, and its industry has flooded over into a smaller city tile next to it. Problem here is that the city is having to expand outward more rather than upward.

    I wanted to build an up-town area, but by 35k sims you'd think they'd want at least some low-wealth, high-density apartments. Guess not, they won't develop. I laid out some 4x4 and 3-tile wide stretches of high density zones for residential. Watered them, powered them, and made sure they had police, health, fire, education and parks/playgrounds and bus stops nearby. Demand was off the charts. Nothing happened. The 4x4 zone remains barren and the 3x-wide stretch has medium-density condos and mansions on it.

    I suspect, however, that the CAM (Collosus Addon Mod) I downloaded a while back may be to blame, I just don't know though. I presented my problem though. I haven't removed the mod and tried without it. Thought it'd be worth hearing other opinions first. And I'm not even close to re-downloading the 1.2GB worth of mods I used to have. Not worth the trouble, some of them didn't work. The SC4 version is v1.0. No patches.

    The CAM is aimed at large downtown business districts and it skews the demand system accordingly. I suggest you move it to another folder out of the game, and try then.
