Another one of my cities

I go into one of my cities (and I've been having this problem for a while now) and I play it. My power advisor tells me about the power plants about to fail. I already had 3 nat. gas plants, so he continued to nag on about them until I eventually had to get rid of them all and replace them. And then the water pumps failed (which ran on the electric), which led to countless districts being abandoned and the buildings eventually torn down.

What the heck is going on here?

How old were the plants and pumps? Power plants and water pumps have limited lifespans in-game, and capacity dwindles as they age.
