a waste-to-energy plant question

    Fellows, I've started a city with a waste-to-energy plant that has 777 of max capacity. Recently I played another city that has one, but this has 4999. How can I improve capacity of this type of plants?

    Did you notice if there is an age and/or funding difference in the the two cities? I believe the age and/or funding of the power plant reflect the current capacity.

    If they are 2 different plants, it could be due to how they were 'modded'.
